Senior Counsel Cindy Franklin was the Director of the agency tasked with writing regulations creating commercial marijuana establishments in 2015. She ushered the original nine articles of regulation from original drafts to opening labs, grows, and stores in 2016. As its former Director, she is familiar with the Alaska Alcohol and Marijuana Control Office (AMCO). Cindy is ideally suited to assist both new applicants and existing businesses navigate the rules in this highly regulated industry.
Cindy served on the stakeholders group seeking to modernize Title 4 from 2012-2017. She understands the tension between license holders and is up to date on industry pressures. Cindy can assist in applying for marijuana licenses, as well as defending NOVs, communicating with AMCO, and representing licensee interests in litigation, regulation, and legislation.
